CITY OF FORT MADISON: Bid Notice: PIP 2020-08, Parking Lot Reconstruction & Stormwater Improvements - Phase 2

City of Fort Madison issued the following announcement on Oct. 8. 

PUBLIC IMPROVEMENT PROJECT 2020-08, PARKING LOT RECONSTRUCTION

AND STORMWATER IMPROVEMENTS – PHASE 2

FORT MADISON, IOWA

      Time and Place for Filing Sealed Proposals.  Sealed bids for the work comprising the improvement as stated below must be filed before 2:00 PM on November 10, 2020 in the office of the City Clerk, City Hall, 811 Avenue E, Fort Madison, IA 52627.

      Time and Place Sealed Proposals Will be Opened and Considered.  Sealed proposals will be opened and bids tabulated at 2:00 PM on November 10, 2020 in the Council Chambers, City Hall, 811 Avenue E, Fort Madison, IA  52627 for consideration by the City Council of City of Fort Madison at its meeting on November 17, 2020 at 5:30 PM, in the Council Chambers, 811 Avenue E, Fort Madison, IA.  The City Council may award a Contract at said meeting, or at such other time and place as shall then be announced.  The City of Fort Madison reserves the right to reject any and all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.

The City of Fort Madison, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

      Time for Commencement and Completion of Work.  Work on the improvement shall commence within 10 days of the date specified on the Notice to Proceed.  Work on project shall begin April 1, 2021 and shall be fully completed on or before June 30, 2021.  Damages in the amount of Five Hundred Dollars ($500) per day will be assessed for each day the work remains incomplete beyond the designated contract term.

      Bid Security.  Each bidder shall accompany its bid with bid security, as defined in Section 26.8 of the Iowa Code in an amount equal to Five (5%) percent of the total amount of the bid.

      Contract Documents.  Copies of the Plans and Specifications for this project may be obtained from HR Green, Inc., 8710 Earhart Lane SW, Cedar Rapids, IA 52404, Ph: 319-841-4000 or e-mail request to pdenison@hrgreen.com. Plans and Specifications are available at NO COST.

      Public Hearing on Proposed Contract Documents and Estimated Costs for Improvement.  A public hearing will be held by the City Council of the City of Fort Madison on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the improvement at its meeting at 5:30 PM on November 17, 2020 in the Council Chambers, 811 Avenue E, Fort Madison, IA  52627.

      Preference of Products and Labor.  By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa.

In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign county gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country.  The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident.  In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvements by the state or foreign country in which the nonresident bidder is a resident.

      Sales Tax Exemption Certificates.  The bidder shall not include sales tax in the bid. The City of Fort Madison will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified.  The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials.  These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract.

      General Nature of Public Improvement.  

           

Reconstruction of 2 parking lots: 1) Northwest corner of Avenue E and 8th Street; and 2) Northeast corner of Avenue H and 8th Street, using permeable pavers for stormwater management and water quality improvements.
